File list

Is there any feature that records the file list of the user. Because in my university there are more than 1000 users ,it becomes difficult to know that whether someone has a particular file or not , we need to ask it in some forum etc .Basically what iam asking is that i should be able to see the file lists of users who are offline

I think you should be able to see the list as long you administrator or have access.
