Share Windows shortcuts shares target files/directories

I would really love the ability to share shortcuts for files/directories as the target files/directories, not .lnk files. is this possible?

yes and no. Windows NT (NT/2K/XP/2K3) have something called Junctions. With this you can graft a target folder onto another NTFS folder or "mount" a volume onto an NTFS junction point. Junction points are transparent to programs.
