The lack of a proper queuing system is the main drawback of dc++. In hubs where there is a lot of file exchange, you may wait weeks or month before you can get a file, as there is no "first come, first serve" system. This is just unfair and forces many people to leave a hub as they think that they are not treated well. My suggestion therefore is:
1. Implement a proper queuing system on "first come, first serve" basis
2. Give the sending end some control over his queue by allowing him to set a max. number of queue items in total and per person
