ZLine Extension: Bandwidth usage reduction

hi all,

just to let you know, I posted my proposal for my ZLine extension to the Wiki and a patch to the bugzilla.

The extension should allow a NMDC hub to use upto 50% less bandwidth per user. A suitably written hub might even get more out of it.

well even if my results weren't as good as Joves, I think this is a very nice way, to save bandwidth for NMDC.

There is now a CZDC/StrongDC/... compatible patch available too!
