Actually, BCDC will do 1, and partly do 3.

3 only works well if people request that size file first, but only <16kb files are set highest priority, and are thus asked for before larger files.

So what's 2 about? Not sharing the directory you download into? Well, use the Incomplete directory, or don't share that folder. Finer grained controls for sharing are in the RFE tracker on sourceforge.
