As for what it is, according to these links you posted, it seems to be a bot/progie from the riaa. Some people in the other thread might be able to give you more details about it though. Your post was the first time I actually saw an example of what it sends =)
To filter it, you should soon see something somewhere... Maybe in Ragnarok if you ask Sid gently.. maybe a future version of one of the famous multifunction bots/scripts, or maybe even on the page that was mentioning : «and is written in C/C++. The coolest feature about it is probably its "Accounting", which should keep it safe from all flavors of flood attacks. But, before it goes prime time, it needs to be tested.» (the page was also mentioning Also, news sites have been picking up my earlier releases, which is great, but this release really isn't meant for just anyone to play around with, so please don't syndicate this message so you won't get the url from me, just the info that there are obviously plenty of things in the works).
At this time, there is nothing ready and working that I know of, but the internet community (and the opensource one especially) reacts and adapts much faster than any company can possibly hope to keep up with =) There'll be something out there soon, no worries.
