....im tryin to connect with surfnet.mine.nu but for some reason i only get "Connection refused by target machine". 
Im tryin 2 connect from Hanze (a university in holland), ive have all the setting like it supposed to be(min 12 gig shared, min 5 upload slots, enz). ive check them with a classmate who is able to connect with the same settings.
Ive read the faq where it says to try it keep tryin. well ive been tryin it the whole day (skipped all my classes to make it work) but i still cant connect.
i also cant get any public hubs in my list or connect to anything. ive tried version dc++0.231 and dc++0.232 all with no succus.
btw: im not banned or something, my classmate ask a modarator.
