Window XP ipconfig /renew problem

Cannot connect to delphi network!!!
Since Sunday evening (1016), everytime tried in cmd:
ipconfig /renew
then I was told the connection was denied.
ipconfig /release said ip was already released. ipconfig showed ip: 0.0.0.0
Hardware problem or Software problem or the network problem?

Call up your ISP and have them troubleshoot with you.
