Is it possible to fight those people who don't write truth about their speed with such a feature, that would check real speed of download/upload, everything during using, without any possibility of change made by user ???

There are programs that can guess at the amount of bandwidth you have, but these programs will not be included in DC++ as they're wasteful, for no gain.

There's no possibility to make *anything* in any DC client - proprietary or open source - unchangable by the user.
