i think a Op/SU shuld be able to Force users to Open a slot from them without asking like a small button. it would be really helpful =)

It doesn't matter what kind of reason you come up with, the effect is still the same.. a license to leech for Operators.. *shudders* Remember, a lot of the Operators out there are very small buttons, not to mention bloody idiots.
Perhaps if you'd have to take an intelligence and knowledge test before becoming an Operator.. but obviously that isn't happening anytime soon.

I am unwilling to have my filesharing software decide that an operator is more important than a normal user who wants my files. If an operator wants to spot-check my share, sure, I'll manually give them a slot for that, but the users who queued my files first have priority for long-term downloading.

Ops however do have the option to send a message to the user inquiring about files and maybe the possibility to get a slot etc to check the file. I believe that it is better to talk to the person rather then kick them straight away (which obviously has its problems with people being away etc and you never catching up with them)
