PG works indendantly of any application. So yes, it works along with DC++

once a user is known to be from a anti-p2p corporation, his IP should be banned on all the hubs

Ugh, well regardless of your stance on intellectual property, the RIAA does have the right to enforce copyright of the songs they're in charge of. Copying most commercial MP3s is a crime, legally.

Would you trust an operator of another hub to give you a set of IPs to ban?

There are huge trust issues that make it hard to look seriously at implementing any such scheme. (At least if you want to do it right.)
