Connect directly to a user by his/her IP-adress

Is it possible to connect directly to a user by his/her IP-adress?

Is there any client that can do this at the moment? I mean, it would be great if I could connect to my friends IPs without finding them first on a hub.

dc++ will refuse to accept connections from nicknames that are not in any connected hub

dctc does have an option to connect to users when they've gone offline, but (1) dc++'s will refuse the connection and (2) you cannot provide just an IP+port(+nick)

Where can I find this DCTC client? Can I use it in Windows?
