Upload Queue (Offline searhes spinoff)

Some concerns about the upload queue as described by Gargoyle in Offline Searches. (An in a new thread, so the other one doesn't go off topic too far :) ).

2 concerns:
1) Gargoyle, are you planning to include something that would exclude granted slots from the rotation? (would be nice to grant a slot once, and not for every file in a dir)
2) What about some settings concerning for like how long / how many MB a user may hog a slot?

Well, I was thinking of a time limit on the slots as well as a byte limitation, but BlackClaw pointed out (on the DC++ Devel Hub) that would penalize people with slow connections. I planned on something like 300 megabytes, which should be ~ 4 hours on my DSL, but configurable in the settings.

And I did plan for people who were granted/reserved slots to be exempt from any transfer limits.

The way I planned it didn't lock people into downloading only one file at a time, it was more like the "take a number" system at the deli at grocery stores here in the states. :) When it's your turn, download whatever you want until you're finished (unless the employee decides that you're asking for too much [with a sensible lower limit, like not one item] and asks to service the next person in line).
