Upload speed limiting

I am connected to the Internet by means of a WIi-fi connection, so the bandwidth for upload and download is shared. If someone who has high speed to me starts downloading a file from me, it almost terminates all the incoming data flow to me.
IMHO, an upload speed limitation is needed, to avoid such a situation.

You will see that this is a rejected feature. If you want this feature, you will have to use a mod which has it, such as BCDC++.
