alrite, the basic rule is "don't moderate", I believe in the free word...exceptions:
1) Hub advertisements not in signature
2) Cheat tool links (slot stoppers, share cheaters and so on, these are already well known, no use to advertise them further)
3) Idiots =)
4) If you're in the mood, move topics to the correct forum (hm...and perhaps don't leave any shadow topic...)...
Whenever you moderate, either move the message here or put a note about who posted and what so that we can keep an eye on troublemakers...

As far as recommendations go: I think it might be nice to reward the most helpful users in Help/Support with mod rights to that forum at least... That would include TheParanoidOne at least. Perhaps Charalambos as well.
