0.22, no big changes, just trying to get a hold on the large hub disconnect bug...
Also, debug build under linux instead of release...
Same place as usual..

notes on HubRules:
- xml has changed
- +stats has been added
- fixed bug with dcgui / bwlimit (or was that in previous version?)
- fixed bug with no disconnect on scrambled tag

changed Executer.lua a bit, added so you see your own command, added $ and | conversion (&#n;-style)

fix for DnsBl,
windows returned a different error on host_not_found than I thought, so your log was flooded. (why did no one report this?)

dcgui users with tag were counted (and treated) as nmdc/unknown clients
