can't delete access.xml

odd, i was going to completely remove DCH++ and reinstall it and wanted to move everything to another directory first. I uninstalled the DCH++ service, and did tried to move the files. It couldn't move access.xml because it was in use by a program. DCH++ isn't running in the process list. Any ideas other than rebooting? I'm going to reinstall .17 in a different directory now, but still this is a bit confusing.

Perhaps some evil antivirus software? Actually it happens to me every now and the as well, but then it's visual studio 7 that keeps it...
