updated NATusers.lua and OpComExtra.lua for 0.17

updated NATusers.lua and OpComExtra.lua for 0.17

OpComExtra.lua includes NATusers support, so there's no need to run both
the ActionHandled.lua has been obsoleted

the OpComExtra provides some features that are not found in OpCom but can be quite useful to operators, see the script for more info.

Is it just me or does the included NATusers in OpComExtra dont work? It could be me that screwed up but all the other versions of NATusers worked fine. Now I run the new NATusers.lua but I really want the OpComExtra features too.

And if I use NATusers in my hub, is it possible for other users to download from me?

yup, I messed up :)
get the new version, 0.17-1a

I used a copy-pasted version, but forgot to change msg to data in the sendToAll function,
my bad :)

opcomextra-0.18-1 is up,
contains some fixes and additions (see changelog at eof)

NATusers from 0.17 should still work for dch++018

natusers/userip have been removed,
use the plugins instead
